Debra Lynn Milligan 68, of Jacksonville FL passed away Thursday September 18, 2025 at home surrounded by family.
Debra was born in Washington Pennsylvania on May 27, 1957.
She was preceded in death by her husband Michael Wayne Milligan, her parents Gertrude Lucille Marshall, Walter Cleveland Marshall and her birth father Wayne Rankin.
She leaves behind to cherish her memories her beloved children Michael Paul Milligan (Rose), Kristopher Wayne Milligan (Katrina) Daughter Maryanne Prevatt (Tracy), Lisa Marie Cummings (Ricardo) and honorary daughter Billie Jo Rankin (James). 12 grandchildren and 6 great grands. Brother George Rankin (Faye) sister Nancy Yardy.
Debra enjoyed family gatherings and going to concerts. Debra was a great Wife, Mother and Nana she always helped those in need.
She will be truly missed.
